The District Committee is a Body of Nine Members recognized by the Head Office All India Crime Prevention Society(AICPS), Chandigarh.Only the Life Members are Authorised to apply for the Formation of the District Committee.The designation of the Nine Members as per their mutual consent is as below:

Note: AICPS provides facility of having a district committee its own bank account when the district committee has formed 4 area committees already. The letters to the officials are also sent after 4 area committees are formed.
1. District Committee Governor
Head of District Committee, responsible for implementing the directions and guidelines as laid down by the head office, Chandigarh from time to time, monitoring over all functions of Society, reporting to the head office any details as required by them regarding anything & related to District Committee.

2. District Committee Vice Governor
Will act as District Governor in the absence/leave of District Governor and shall comply with all the responsibilities of the District Governor, normally he would check and monitor the execution of the Governor’s instructions within the society.

3. District Committee Executive President
He would normally assist the District Governor.
4. District Committee Chairman
The Chairman of the District Committee shall preside over all the meeting of Committee.
5. District Committee Secretary
To maintain all the records and files of society like Computer Printouts, Photo Copy of important documents etc.
6. District Committee Organizing Secretary
District Committee Organizing Secretary shall make all the suitable arrangements and pool in all the available resources to organize all the functions like seminars & camps and other get together of the District Committee.
8. District Committee Treasurer
Planning the expenditure details required for an event to be conducted w.r.t the District Committee and forwarding the same to the District Governor, Vice Governor and President though the allocation of the funds for the event shall be finalized and allocated by the District Governor by the consent of District Vice Governor, President and organizing secretary.
9. District Committee Public Relation Officer(PRO)
The PRO shall deal with all the public dealings as regards formation of members and any other promotion and publicity of the District Committee among the general public of the area of the District Committee
Under Rule Head office for District Committee :-
This is to inform all District Committees
District Committees will not interfere in working of Local Police and Administration, if district and area committee come to know about any crime or illegality in the system, please do intimate the Head Office Chandigarh afterwards it would be the responsibility of head office to take any action through proper channel. Please take complaints in written from the complainant and complaint should be verified by the District and Area Committee.
Head office already sent the appointment letter to Police and local administration for people police relationship to make India crime free.
After approval for District Committee and if the district committee appoints 4 area committees in its district we forward letters to following officials giving them the name of post members who are working on different posts in AICPS district committee

- Director General of Police
- Inspector General of Police
- District Senior Superidendent of Police
- District Supridendent of Police
- District Commissioner
- Copy is sent to AICPS CHD District Area Committee all over India
New Amendment as included in the agreement from 1 Jan 2009 for All India District and Area Committee . There has been increment in the fee of life member and yearly yogdan member only. Also the percentage of collection funds/donation for social work of the society that has to be paid by the head office to the District/area committee is 40% only of the funds collected by the committees and collected by them in there district/area committee bank accounts .

Responsibility/Duty of the All District Committees
a.) Create and foster a spirit of understanding among the people of the world through a study of Problems of international relationship.
b.) Promote the theory and practices of the principal of good government and good citizenship.
c.) Take active interest in the civic, culture, social and moral values of community.
d.) Unit the member in the bond of friendship, good fellowship and mutual understanding.
e.) To provide a forum for open discussion of the matter of the public interest, provided, however that partisan political and sectarian religion shall not be debated by AICPS CHD.
f.) Encourager such men who are willing to save their community without personal and financial interests to promote Efficiency and high ethical standards in commerce, industry, professionals, public words and private enterprises.
CONDUCT FOR FORMAL MEETING FOR ALL DISTRICT COMMITTES, YOGDAN AND LIFE MEMBERS, AREA COMMITES
Any Committee Member wishing to leave the meeting before its conclusion should take permission from the District committee governor before the meeting start and may leave the meeting only when an item on the agenda is completed and another item is commenced. Such Committee Member should preferably sit in the rear so that their exit may not be noticed. Committee Member joining the meeting after the meeting has been called to order should preferably occupy a Seat in the rear.
It is not dignified to call for catering service after the meeting has been called to order. When addressing the ,as for as possible, identify by designation and name, only the pressing officer followed by ‘AICPS CHD’ District Committee Dignitaries, and Friends “Individual Recognition of all District Committee Dignitaries and District Committee Governor is made by the main speaker (presiding Officer) only.
It is not good. Manner to indulge in talking while the meeting is in progress. Courtesy demands to address the chief guest ‘Sir/Madam’ during the question time. It is not desirable to argue with the chief get during the question time.When a life member has started speaking its discourteous for another life Member to interrupt him At the closed meeting where AICPS CHD District Committee Officer Matter are discusses, it is not proper for the Committee Member to question the decision of the board Likewise, it is not proper for life Member of a society to question. The recommendation of his committee at such meeting
At the AICPS CHD District Committee Officer meeting and Committee meeting, Committee Member should observe the courtesy of sending information before hand in case it is not possible for then to attend. It is desirable to put on a lapel button when attending abroad meeting, Committee meeting and Committee Member functions. Of course, it is must at the regular AICPS CHD District Committee Office meeting
HOW GOOD A MEMBER YOU ARE?
1.Do you attend the meeting regularly? If not, inform the Secretary in advance?
2. Are you punctual at the meeting?
3.Do you actively take part in the proceedings?
4. Do you no the latest and final number of AICPS, District Committee Office Committee Member in you society?
5. Can you Count the list by name?
6. Have you joined any new AICPS District Committee Member during last year with you?
7. Do you propose doing so now?
8. Do you personally greet the AICPS District Committee Office Member and their family Member & Children?
9. Do you recognize AICPS District Committee Office Member their families & Children?
10. Are you working or helping in any extension work?
11. How many times have you read the society’s constitution, object of AICPS District Committee Office.
12. Committee Membership and the code of Ethics?
13. Do you know the name and address of your District committee Governor and other officers of your District?
14. Do you pay the Society’s dues without reminders?
15. Do you read the “AICPS District Committee Office Member” guidebook of rules & regulation or do you just keep it on the table?
16. When ‘you go to some other town or city, do you make it appoint to attend the AICPS District Committee office Member meeting there?
17. Do you do all the work assigned to you without’ reminder?
18. Are you more particular about the fellowship?.
19. During your careers as AICPS District Committee Office Member how much donations have brought to the AICPS, Area Officer Projects?
20. If you believe the above, will you read it out to the other Committee of your AICPS District Committee Officer?
GENERAL MEETING
It was essential that notice of all general meeting are issued least one week in advance intimating the agenda, time, date and venue of the meeting. The notice should include proposes agenda of the meeting including the subject to be discussed name of the guest speaker and other visiting dignitaries.
SUGGESTED AGENDA (Escort the Chief Guest to the Dias)
The District Committee Governor can request any Committee member of AICPS, to escort Chief Guest to the Dias.
CALLING THE MEETING TO ORDER
The District Committee Governor then calls the meeting to order by striking the gong.
INVOCATION
Mayor may not be adopted.
SILENT PRAYER FOR WORLD PEACE
Committee Member should stand up and pray silently for world peace without rumbling or. disturbance for half a minute.
INTRODUCTION OF VISITING COMMITTEE MEMBER
The District Committee Governor, while announcing, can request AICPS Committee Members to introduce themselves staring from his right on the Dias.
INTRODUCTION OF GUESTS
The District Committee Governor will introduce the guests to the dignitaries present in the meeting.
WELCOME BY THE DISTRICT COMMITTEE GOVERNOR
Welcome must be cordial and pleasant to hear, it should be brief and need not give report of AICPS, District Committee Office activities.
DISTRICT SECRETARY’S REPORT
The Secretary can quickly and concisely give an account of activities for that month, quarter or for the year as the case may be, personal news, fund Raising, Regional, District, Multiple, international News etc.
DISTRICT COMMITTEE MEMBERSHIP IN ACTION
The Secretary should inform the house about the projects being taken up by the AICPS, District Committee Office during the month and involve AICPS, Office Life Member in the projects.
DISTRICT COMMITTEE INTRODUCTION OF THE CHIEF GUEST
It is always to have the Chief Guest introduced by a committee member knowing him personally or by a committee member who can introduce the Chief Guest with dignity and grace.
GARLANDIND OF THE CHIEF GUEST
The Secretary or the District Committee Governor on behalf of the AICPS, District Committee Office will garland the Chief outline of their lives and presenting small mementos/ gifts can honor them.
TAIL-TWISTER’S TIME
The tail- Twister must levy and collect fines in a way that it inculcates humor in them. His humor, fun and frolic should be of a very high order and must be subtle and inoffensive. Please do not indulge in vulgar jokes.
DISTRICT COMMITTEE VOTE OF THANKS
Must be brief, and cover everyone responsible for the success of the function.
ADJOURNMENT
The District Committee Governor, will adjoin the meeting by striking the gong with gavel and also request the guest to give their company for dinner if arranged.
1. After the approval of District Committee by the Head office, the first and important duty of District committee is to open a bank account in your area with Punjab National Bank with in 15 days. In order to get yogdan for maintenance from head office the bank account necessary required.
2.The head office of AICPS CHD., provides a bank account for all district committees through out India. All the funds collected, through public donation and yogdan membership funds by your own district committee, have to be deposited to the bank account in account of Head office of All India Crime Prevention Society CHD online or in shape of cheque or D.D.
Then the Account Department of AICPS CHD Head office, transfers the amount back into your district committee bank account of All India Crime Prevention Society CHD, in your district as per rules and regulations. The Head Office transfers the funds within 15 days of receiving the funds from a District Committee.
AICPS CHD district/area committee can utilize this fund for various charitable purpose medical camps and any other social project.
If any district committee invites national president & chief executive board of governor for any function or purpose all expenses for traveling boarding lodging will be paid by district committee through its own district/area committee bank account .
3. After approval of the district committee it will be your main responsibility to start up more area committees under your district committee. These all area committees will work under District committee in mohala, town, Village, sector or society wise for charitable purpose and for public facility and for social projects (1 – 22). If you have not opened an area committee under your district committee, Head office will not renew your district committee after one year and another district committee will be allowed to be opened. To spread over in all area of your district it will be compulsory for all the district committee to make area committees under them
7. District Committee Finance Secretary
Maintaining all the Financial records of the District
Committee.
